General description

The Welsh Government introduced a new Performance Management Framework for measuring fire and rescue service performance in 2007. As a result, a new set of performance indicators was developed and these were reported on for the first time in respect of the 2004-05 to 2006-07 financial years.

Under the Local Government (Wales) Measure 2009, all then statutory performance indicators for fire and rescue services were annulled on 1 April 2010. The 2010-11 collection took place under interim arrangements and new indicators were put in place for 2011-12. These have been collected and reported on since.

Performance indicator data is split into 3 themes:
Risk Reduction and Community Safety;
Corporate Health; and
Effective Response (up to 2009-10 only).

Corporate Health
The indicators are split into two sections: Human resources; and Financial health.

Effective Response
Fire and rescue services respond to numerous fires in the home during the year. The Welsh Assembly Government set a service standard to monitor the time taken to attend fires in the home and the indicators measured how effectively the standard was achieved to 2009-10.

Risk Reduction and Community Safety
The Fire and Rescue Services are committed to reducing fire deaths and injuries. They run community fire safety initiatives to reduce the number of both deliberate and accidental fires. They are also working to reduce the number of false alarms.

The indicators themselves are split into two sections:
Core indicators; and
Strategic indicators.

Strategic indicators reflect key priorities identified by the Welsh Assembly Government and fire and rescue services in Wales. Core indicators provide service area specific performance information. The strategic indicator data for 2007-08 onwards has been audited by the Wales Audit Office.

Definitions of, and guidance for, fire and rescue services on the indicator set are available on the fire pages of the Welsh Government's website (see weblinks). This provides a detailed definition for each of the indicators and its classification i.e. strategic indicator or core indicator. Further definitions follow.

The fire and rescue service in Wales is divided into three regions: North Wales, Mid and West Wales, and South Wales. The three services cover a varied geographical area with a wide variety of risks including: fires in homes; outdoor fires; fires in industrial complexes; road traffic collisions; rail or air crashes; chemical spills; building collapse; and trapped people or animals.

Injuries include those injured as a direct result of the fire, but not fatally injured, who required more medical treatment than could be given at the fire ground. This excludes those who are sent to hospital for a precautionary check up or told to seek medical advice.

Accidental fires are defined as fires where the fire was ignited by accident or the cause of the fire is not known or specified.

Deliberate fires are defined as fires where the fire was ignited deliberately or if it is suspected or recorded as 'doubtful' by the fire and rescue services. Deliberate fires also include some fires started by children as well as psychiatric patients, suicides and attempted suicides.

Fire incident data is published as signed off. Note that this data may subsequently change as a result of further details becoming available, or coroners' inquests. Strategic indicators are not generally changed in the Welsh Government's performance indicator dataset after audit and sign-off.

Sources: Fire incidents
Since 01 April 2009 the three Welsh Fire and Rescue Services have recorded all their fire incidents using the Incident Recording System (IRS). Incidents attended by the fire and rescue service (FRS) are recorded on an electronic form which replaces the previous Fire Data Report (FDR) paper forms. The move to a new system may cause a change in the reporting of some categories of fire and as a result care is needed when comparing data for 2009-10 and later years in the risk reduction and community safety section with data from previous years.

Sources: Population data
The performance indicators use mid-year population estimates from the Office for National Statistics. They use the population data from the previous year as the latest available at the time of collection, for example the 2010-11 performance indicators use the mid-2009 population estimates.

Previous years' performance indicators use the relevant mid-year estimates of population for prior years, as published by the Office for National Statistics at the time of collection. However, population data are subject to revision when better information becomes available, and whenever a new year of data is added to this dataset, older years' indicators will be updated to reflect the most recently published population data for those years.

This will have a marginal effect on the indicator values, but will help to maintain consistency between different year’s data and the sources of population information.

Sources: Dwellings data
The number of dwellings comes from the council tax base calculations carried out each year by the local authorities in determining their council tax levels (source: CT1 form). It includes exempt dwellings as well as chargeable dwellings, which resulted in a minor change to historical indicator values over those presented in 2011, which were based only on chargeable dwellings.

The two biggest categories of exempt dwellings are empty unfurnished properties and dwellings solely let by students, and together these make up around 60% of all exempt dwellings. These properties are relevant to fire safety, and should therefore be included in the indicator calculations, although as exempt dwellings represent less than 4% of all dwellings, their inclusion has minimal impact on the actual indicator values.

Sources: Non-domestic dwellings data
The number of non-domestic premises comes from the data that informs the corresponding year's national non-domestic rates data collection (NDR1). The data in question is the number of hereditaments on the non-domestic rating list as of the previous December (as provided by the Valuation Office Agency).

The information presented here is collected via annual returns from Welsh fire and rescue authorities on the results against a series of agreed performance measures.

Revisions information

Some performance indicator denominator data, for example population data, non-domestic premises data and domestic dwellings data will be updated to reflect the most recently published data (for example the revision to historical population data in 2013 to take account of the latest Census results). Revising the data in this way ensures coherence between the different detailed datasets presented on StatsWales, and helps to avoid confusion. Although in practice this may result in differences between statswales and the statistical releases, which provides a snapshot of the data at the time of publishing, such differences are typically very small and often unnoticeable at the level of precision presented.

Corrections to some historical indicator data are sometimes received as part of the latest data collection and in these cases, data are updated in both the latest version of the publication and StatsWales.
